A DoD customer requested that MERC perform an analysis of the high volume of delinquencies reported within the legacy system, assist DoD personnel in reducing or eliminating the delinquencies and identify systemic process or procedural issues that contributed to the problem. Phase I focused on near term correction of the most serious contracts, as measured by total dollar value, with a secondary objective to document the process and recommend alternative policy, procedure and process improvements to prevent recurrence. Phase II targets the continued reduction in Loan/Bailment delinquencies and support of customer efforts to influence corrections in policy, procedures and processes. At contract initiation, the customer had more than $59M in reported delinquent due-in assets, documented against 770 separate line items across 249 separate contracts. In less than 12 months, that total was reduced to less than $16M on 109 line items across 113contracts. MERC personnel have provided DoD customers with an analysis of current procedural deficiencies and identified the lack of clear and concise policy. They have also recommended improvements to the policy and procedures that govern the processes. They are continuing efforts to reduce the overall quantity of contract delinquencies. To date, the combined efforts of MERC and DoD personnel have resolved more than $43.3M in delinquent, due-in assets.
