MERC also has professionals on-staff with a wide variety of experience in enterprise commercial-off-the-shelf (COTS) applications analysis, development, implementation, and administration experience including the Oracle CRM and ERP applications suite and the BMC Remedy Action Request (AR) system. When combined with the unbiased and independent viewpoint inherent in an academic research institution, this experience allows us to provide analysis and recommendations for customers looking to implement a COTS solution but needing to determine which packages to use and how the implementation roadmap should look.

In the face of continual breakthroughs and enhancements to software development technologies, languages, operating systems, and development environments, legacy software and hardware systems are becoming increasingly more difficult to support, maintain, and repair. Additionally, the new generation of software developers and maintainers is schooled in the newest technology, but experience with older software languages and development paradigms is decreasing rapidly with the retirement or promotion of more senior software developers. We employ a cost-effective approach to modernization of software and systems to ensure continued supportability at minimum cost for the ever-expanding lifecycle of major computer-based systems.

MERC participated in the Computer Assisted Technology Transfer (CATT) Program, later renamed the Aging Systems Sustainment Enabling Technologies (ASSET) program, for the several years, along with other government, commercial and academic organizations. CATT is a National Reinvention Laboratory initiated in 1994 by Oklahoma State University to address Department of Defense (DoD) procurement problems. The technologies and processes developed in the CATT program increase the DoD supply base, reduce the time and cost associated with parts procurement, and enhance military readiness.

The Information Systems Division (ISD) at MERC provides custom software application development, data management solutions, software and systems modernization, and independent research and evaluation of software technologies to a wide array of both internal and external customers.
